Dispatcher (All Hazard) - Direct Hire Authority

The Major Duties of these positions are described below:
Operates a multi-frequency, multi-agency radio console with cross frequency patching and phone patching capabilities. Coordinates, monitors, and assists with operations via telephone and radio between a variety of agencies and personnel. Records and maintains all radio transmissions and significant telephone calls. Operates digital recorder, and retrieves critical communications to facilitate investigations, resolve factual disputes, or to present as evidence. Interviews hostile, irate, or distraught individuals reporting criminal activity, lost or overdue persons, fires, and other incidents. Performs crisis intervention with distraught emergency callers during high-risk situations until appropriate emergency field units arrive on scene. Monitors the status of law enforcement officers when making violator contacts; initiates immediate dispatch of backup personnel to assist when directed by the officer, when communications have been lost, or when additional assistance is in the best interest of the officer and/or the officer's safety. Schedules helicopter and fixed wing aircraft flights in support of fire, search and rescue, project and administrative travel. Opens and closes interagency flight plans and monitors in-flight progress via radio. Ensures that all applicable interagency air operations and aircraft communication procedures are complied with. Enters daily agencies weather into the National Fire Danger Rating System (NFDRS). Receives, interprets and disseminates the fire weather forecast to all agencies. Physical Demands:
The nature of the work is primarily sedentary, performing office tasks and typing at a computer workstation. Occasional bending and lifting are required during movement of materials and supply restocking. Is subject to varied work hours including day, swing, and graveyard shifts on a rotational basis, weekends, and Federal holidays. Must occasionally work extended shifts. Must frequently work under intense stress. Incumbent must function efficiently in a confined space for extended periods with no breaks or no opportunity to leave the confines of the Communication Center. The dispatcher is considered an essential employee meaning he/she is required to work most holidays, report for duty during adverse weather conditions and be expected to work for long hours exceeding normally scheduled shifts in case of emergencies. Work requires the use of voice and vocal communications for periods of hours at a time. Voice must be clear, audible and tone effective with words plainly spoken and understandable. Incumbent must be able to hear clearly and discern a variety of audible communications and signals simultaneously. Incumbent must be able to read critical information from multiple sources, including computer screen, fax, and written log quickly and accurately. The work is of an emergency nature and is emotionally stressful. The incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards and related equipment and to maintain written logs. Work involves occasional lifting of boxes and supplies up to weight of 50 pounds.Work Environment:
Work is normally performed in a specialized office setting. Radios are continuously monitored and telephones consistently ring resulting in frequent periods of excessive and constant noise. Incumbent must be able to concentrate on work projects amidst noise and interruptions and the movement of others. Specialized Experience Requirements:
